Actually, I believe they’re alluding to the idea that there are so few trees that birds are forced to build their nests in the structure of the billboard.

“I thought billboards were printed on vinyl?”
I believe they’re referencing the bird nests built in the structure, not the small amount of paper used for the billboard.
